The Annenberg Public Policy Center is located in the center of the University of Pennsylvania campus in Philadelphia. The four-story building contains offices, a broadcasting studio, and a modern conferencing facility.

The site for the new building is surrounded by brick buildings as well as some modern glass-clad buildings.

In response to this context, Fumihiko Maki composed a double-layered facade to create the effect of “warm transparency”. The exterior layer is an aluminum and glass curtain wall with operable windows. An inner skin is composed of fixed (and some operable) glazing with movable wooden panels.

Inside, rooms are arranged around a skylit atrium connecting all four floors.

The glazing units that enclose the stair cores contain internal wooden blinds, allowing natural light to fill the space while reducing the heat gain.
